Scott Depot -- Signs posted across Putnam County show how money from the $56-million levy will be spent.
Now a group called "Home Owner's Protection Establishment" has put an ad in the Charleston Gazette urging people to vote no.
"I'm leaning. I don't know what I want to do yet. I'm not quite sure. I look at the salaries in the paper and I think we wasted some money there," John Morris of Scott Depot said.
"Our taxes and things are so high here in the valley I don't know why they need another bond," Skip Browning of Scott Depot said.
School leaders say the bond is vital to renovate and replace outdated schools. Poca Middle School and Buffalo High School are two of five buildings to be replaced if the bond passes.
"I have two small grandchildren and they will go to Buffalo High even if they need a new school so I will vote yes," Sherri Arthur of Eleanor said.
"I'm fairly sure that I will vote yes for the bond," Greg Sovine of Scott Depot said.
The tax issue is key for John Morris because he's on a fixed income. He points out it's going to take a lot of convincing to change his vote.
"I know we need schools, but this is not the time to do it," Morris said.
"There's a lot of older people living in this area, fixed income and don't want taxes raised, but sometimes it's a necessity," Sovine said.
