CHARLESTON -- Afternoon rain storms create a mess for many hometown barbecues, and in some places, flash flooding has been reported.

In St. Albans, several residents are reporting rising water in the area. The area around Carriage Apartments on Route 35, high water quickly rose in the area.

Emergency crews have been working in areas where high water has covered roads. Metro 911 reported three water rescues, one on Cunningham Street, another on Kanawha Terrace and a third on Boone Street in St. Albans.

The Cross Lanes area in Kanawha County has reports of flash flooding, as well as neighborhoods in Lincoln County.

The National Weather Service has issued a Flood Warning until 7:45 p.m for West Central Kanawha and Northeastern Lincoln Counties.

It is estimated that fast-moving storms have already produced 1 to 2 inches of rain in those areas.

**Update 6pm** Gallia County, Ohio has been added to the Flood Warning until 6:45pm. Heavy rain has also been reported in Putnam and Mason counties in West Virginia.

The National Weather Service says streams and creeks are not the problem in this instance, but rather overwhelmed drainage systems that are not capable of handling such a fast inflow of rainwater. Such flooding tends to go away nearly as quickly as it came once the systems catch up.
