Suspect is behind bars.

An Elkview man was arrested after telling investigators he engaged in sexual acts with his 4-year-old step-daughter.

Matthew Scott Mullins, 22, of 101 ½ New Hope Road admitted he performed oral sex on the young girl over the summer, according to a release from the Kanawha County Sheriff's Department.

He was arrested on Saturday, police said.

Cpl. Duff charged Mullins with one count of first degree sexual abuse and one count of sexual abuse by a parent, guardian or custodian, the release said.

Additional allegations will be submitted to the Kanawha County Prosecuting Attorney’s Office, the release said.

He was arraigned and placed in jail on a $50,000 cash only bond.

What in GOD'S name could a four year old child do to have a 22 year old man want to have sex with her. This is a CHILD. You have striped her of all that is good and the trust of any adult will be forever gone. Only the slime on this earth could look at a small child and think of sex. I cant even concider you a man, the men I know would never do such a sick act on a child. I have a five year old granddaugther and I say this with every fiber in my soul. If the likes of you ever came around my child, I would have burned you sorry ass with a 357. You would not need a trial to wait on. I am however glad you will get what is comeing to you. In prison you are the one who will have no control over what is done to you, and i hope it is done to you for the rest of your life.
