CHARLESTON, WV (AP) -
Gov. Earl Ray Tomblin will join legislative and court leaders to announce a
project to fight prison overcrowding.
Tuesday's announcement is in regards to the Justice
Reinvestment Initiative, a national project to study overcrowding, suggest
policy changes and measure the results.
The comprehensive study needed the support of leaders
from all three branches of government. Documents obtained by The Associated
Press show that support came last month in the form of a letter signed by
Tomblin, Supreme Court of Appeals Chief Justice Menis Ketchum and legislative
leaders from both parties.
Tomblin first proposed enlisting the Justice
Reinvestment project in February, while the Legislature wrangled over dueling
approaches to inmate crowding. A wide-ranging measure to address prison
overcrowding failed on the Legislature's final night, amid Republican-led
concerns about scaling back penalties for drug offenders.
