A new national alert system called the Personal Localized Alert Network will send emergency updates via cell phones.
According to the Federal Communications Commission and the Federal Emergency Management Agency, the system would send people messages about natural disasters and terror attacks.
The program would launch in New York City, and it would require special chips or software to operate properly.
NYC mayor Michael Bloomberg says the system emerged from the "lessons that were reinforced on 9/11" in terms of quickly warning the public with accurate information.
Verizon and AT&T say they will participate in the system. Subscribers would be able to opt out of all updates except presidential messages.
