Police have identified and arrested a man suspected of stealing a wallet Tuesday in Charleston.
James Dowd, 40, who recently was released from being incarcerated in Ohio, was charged in the case, according to the Charleston Police Department.
Dowd has been staying at the Men's Shelter in Charleston, according to police.
He was taken to the South Central Regional Jail.

Yesterday at Mary Galyean was shopping at Kroger in Kanawha City. She sat her wallet in the shopping cart and a black male stole it while she turned her head.
