Traffic lights out at 4th-Patrick in Charleston

Powerless traffic lights continue to be a problem for drivers in some parts of the region.

This morning, the lights are out at the intersection of Fourth Avenue and Patrick Street in Charleston, according to the Kanawha County Emergency Operations Center.

Drivers are reminded to treat intersections where lights are out as four-way stops:

• Come to a complete stop
• The driver who stops first has the right of way
• When multiple drivers stop at the same time, the one to the right has the right of way
