Cabell County Sheriff's Department arrested Laurence Hughlin Bess IV, 25, of Lesage, for allegedly abusing his daughter.
According to a criminal complaint, Bess told police he drove his 2 year-old daughter to his house without a proper car seat. When he walked her to his house, she began having a tantrum. That's when police said he smacked her across the face and tossed her on a bed that caused her to bounce off and hit a space heater.
The complaint said the girl taken to Cabell Huntington Hospital with severe injuries, including a fractured ankle, fracture above her eye, and bruises on her face.
Police charged Bess with child abuse with injury and two counts of child neglect with injury. His bail is $80,000.
