HUNTINGTON, West Virginia -

The fight over a controversial barge facility in Cabell County is about to heat up again.

The Army Corps of Engineers informed Huntington Mayor Kim Wolfe Wednesday that it has approved a permit request from Huntington Marine Services to build a barge mooring facility in the Ohio River in Westmoreland.

The idea was first proposed in 2007, and has been opposed by some residents who say the facility will bring unwanted pollution and noise.

Late Councilman Jim Ritter was a staunch opponent of the proposal.

Huntington Marine Services, which is based in South Point, Ohio, wants to build the facility just east of the confluence of Twelvepole Creek, and extend it about 4,500 feet east.

On the other side of an earthen floodwall from that location sits several quiet residential neighborhoods.

City Council must still approve the idea before construction can begin.
