The West Virginia Public Service Commission has opened an investigation into the factors that led to hundreds of thousands of people losing power after a strong windstorm June 29, 2012.

Many customers didn't have power for more than a week during one of the most severe heat waves in memory. Some were forced to toss entire freezers and refrigerators full of food in the trash.

The PSC said Monday that it's hoping to improve responses in the future. "It is a fact-finding mission, not a witch hunt. We want to see what utilities learned through this process. Maybe one utility learned a lesson we can share with another utility. At this point nobody is looking to assess blame," said Susan Small from PSC.

A timeline for the investigation hasn't been released.
