WV gets mixed marks in voting procedures report

West Virginia's voting procedures received some good marks in a report released today, but the same report says the state needs improvement in other areas.

The report, titled "Counting Votes 2012: A State by State Look at Election Preparedness," was released by the Verified Voting Foundation, Common Cause and the Rutgers University School of Law.

West Virginia was one of 24 states that received a "generally good" ranking. Other states received ranks spanning from "good" to "inadequate."

The state received a "good" rank for how it performs post-election audits of votes. It received a "generally good" rank for its ballot accounting and reconciliation procedures. But the report recommends that the state require reconciliation when the numbers of votes cast don't match the number of signatures in the poll books.

On the other hand, West Virginia received an "inadequate" rank for its voted ballot return policies. The report said the way the state sends and receives ballots from overseas voters are inconsistent. It also expressed concern over the state's Internet voting pilot program. That program was used during the 2010 primary and general election, but won't be used in the 2012 election.
