Former West Virginia Secretary of State Thomas Edward Loehr charged with driving under the influence of alcohol.
According to the criminal complaint, Loehr was making an illegal left turn in the 400 block of Chesterfield Avenue in Charleston.
The officer then saw trash being thrown out of the window of Loehr's vehicle, the complaint states.
Loehr's eyes were reportedly glassy, watery, and blood-shot.
