HUNTINGTON, West Virginia -

One man was injured and another arrested after a shooting in Huntington Tuesday.

The ordeal started with a shooting in the 800 block of 10th Avenue.  Investigators said the victim, Kyle Michael Gibbs, 26, was shot once in the back and once in the left leg.  His injuries are not considered life-threatening.

"We believe it was the result of an argument," Huntington Police Chief Skip Holbrook said. "The shooting is not specific to this location.  It appears the parties involved were riding through the area."

Police found Gibbs at the Speedway a few blocks away.

The suspect, Phillip Johnson, 27, went in the opposite direction and barricaded himself in a residence in the 1100 block of 10th Avenue, a few blocks away from the shooting.  Bobby Dotson was cutting grass about five houses away as the standoff started between Johnson and police.

"It was surprising seeing all those police officers, SWAT, rifles, pistols drawn, canines and stuff.  It was a drama," said Dotson.

Residents said the shooting and the stand-off that followed are uncharacteristic of the neighborhood, adding this part of Huntington is basically crime-free and quiet.

"Ten o'clock everybody is in their house or sitting on their porch.  They go inside about 11:30 or 12," said a neighbor who did not want to be identified.

The stand-off ended peacefully with Johnson surrendering to police.  He is charged with malicious wounding, wanton endangerment and being a felon in possession of a firearm.

"There were a number of people that this particular suspect reached out to during this stand-off," said Holbrook.

Late Tuesday afternoon police charged Kandyce Michelle Rogers with being an accessory after the fact for her involvement in the incident.

The shooting happened near a daycare, but no children were outside at the time.
