Gov. Earl Ray Tomblin and state Transportation Secretary Paul Mattox announced Thursday the winning bid went to Mountaineer Contractors Inc. of Kingwood.
The rail-truck facility will be located in Prichard, Wayne County.
The three lowest bidders came in under the state's estimated cost of $30 million to $31 million.
The Heartland Corridor project is designed to move freight containers more efficiently between Columbus, Ohio, and the port in Norfolk, Va. Twenty-eight railroad tunnels along the corridor have been raised to allow trains to carry double-stack containers.
The facility is expected to be operational by 2014
