An investigation is under way to see if animals were abused in Mason County.
Point Pleasant Mayor Brian Billings says a police officer is looking into reports of two separate incidents that say cats were abducted and tortured over the past few weeks.
In both instances, the cats were family pets and disappeared, only to reappear with their back legs taped together.
Councilman Allen Moran said in a recent meeting that someone called in, saying there were dead cats dumped in the Ohio River.
Under West Virginia law, torturing an animal is a felony, and could result in five years in jail.
