State Police are investigating a neglected two-year-old found on Nov. 24 along Rt. 10.
According to a criminal complaint, a couple saw the child and stopped their car. The child was only wearing a diaper and was freezing from the cold.
An officer found his father, Jason Richards, 27, of West Logan, WV, asleep in his bedroom at Frances Apartments.
Richards said the front door was broken and he didn't hear the toddler leave.
Richards was arrested and charged with child neglect creating risk of injury.
