Joshua Greenwood was reported missing late Monday night. Guards said he was unaccounted for in a 10:15 p.m. head count. He was serving time on grand larceny charges out of Cabell County.

Changes in billing will cost the Huntington Sanitary Board approximately $460,000 more per year and that could bring a proposed rate increase.
The changes are the result of west Virginia American Water and several sewer utilities resolving a yearlong dispute to end a third party billing service.
The change affects 20 utilities in West Virginia.
The billing changes could reach $2.55 per customer per month increase.
