    A judge has found a Charleston attorney "not criminally responsible" for a shooting that happened at his home in 2013.Mark Bramble, 50, was arrested last August and charged with attempted murder and wanton endangerment. The charges have been dismissed.

There is a flasher on the loose and he's targeting tanning salons according to police.

Charleston police officers are looking for a man they've identified as Scott Matvey. An employee at a tanning salon in Cross Lanes said a man came into the lobby and exposed himself to the young employee.

Matvey was picked up by Putnam County authorities near another tanning salon but officers said they did not have anything to charge him with so he was let go.

"It's scary for the safety of our employees. We have very young employees that work for us and it's a concern of our their safety and they should not be harassed in this work environment," said the co-owner of Tanfastic.

The owners said they have urged employees to watch out for each other. They are installing new cameras and arming themselves with pepper spray.

Matvey was charged and convicted of a similar offense in 2009 according to police.
