West Virginia State Police confirmed that 21-year-old Austin Marcum, a driver, died at the scene.

Scioto County Sheriff's office reported receiving a call from the Ohio State Highway Patrol on January 11th stating that they had received information that a stolen vehicle from Adams County was found at Carey's run Pond Creek in West Portsmouth.
A search of the home where the car was found led to the arrest of Joseph W. Jenkins, 35 and Tashia M. Taylor, 30 from West Portsmouth Ohio.
Jenkins has been charged with one count of tampering with a vin which is a felony of the 4th degree. Also, receiving stolen property and driving under the influence.
Taylor has been charged with receiving stolen property, tampering with evidence, removing a vin. She is being held on a 12,500 dollar bond in Portsmouth.
