A $500 fine and up to a year in jail, that's the penalty that 14-year-old Jared Marcum, who was arrested after refusing to change his NRA shirt, could face, now that a judge has allowed the prosecution to move forward with it's obstructing an officer charge against him.
WINIFREDE -
According to dispatchers, they began receiving calls around 9:30 a.m. on Wednesday reporting high water levels in the area of Midnight Drive in Winifrede.
A blocked culvert caused high water to spill out into the road instead of under the road and into the creek like it is should. According to the Chesapeake Fire Department, the sewer company was doing work months ago and may have damaged the culvert.
People living on Midnight Drive said no water was in their homes. It had gone under some homes and filled some yards knee deep.
Heavy rains combined with the blocked culvert caused the high water.
"It is going to cause my wood to rot and then I am going to get mold and everything in there," Edward Pauley said, talking about his home. "There is nothing I can do about it."
The water was flowing under his home.
People who live in the area said it wasn't the first time they had seen water rushing through their community after a hard rain.
"It is kind of upsetting because this is the second time we have had to deal with this," said resident Roy Wehrle.
