UPDATE:
The Ashland detachment of the Kentucky State Police (KSP) have arrested two West Virginia residents on charges of child neglect resulting in death.
The West Virginia State Police informed the KSP of an open investigation involving Byron N. Morrison, 38, and Pearl Jean Christian, 45.
Morrison and Christian were attending funeral services for the toddler at Evans Funeral Home in Raceland, KY when troopers responded and made the arrests.
Both were charged with being an fugitive from another state and are being lodged in the Greenup County Detention Center.

West Virginia State Police have released the name of a 2-year-old who was found dead Monday morning around 11 a.m. in a home off Petticoat Junction Road in the Branchland area of Lincoln County, W. Va. The toddler has been identified as Chevy Waughtel.
Investigators believe the toddler was climbing on top of the stove when it tipped over. Detectives say the floor beneath the stove was unstable.
A family member who was watching the boy and several other children was reportedly asleep when accident happened.
The other children have been removed from the home by Child Protective Services.
