The victim has been identified as 28-year-old David Lemons, of Elkview.

A Cabell County woman is arrested and charged with child abuse and neglect after leaving her three year old alone.

Mary Leam Ward was arrested by police January 31st after neighbors found her son outside in 33 degree temperatures in a diaper and T-shirt.

Police say Ms Ward had left her home on Marti Jo Drive in Huntington for an extended period of time.

Neighbors told police they found the boy outside screaming for his mother.

If found guilty, Ward faces 1 to 5 years in prison and 100 to 1000.00 dollar penalty.
