Father charged with child neglect after toddler found strapped in stroller for hours

We've uncovered new details in a disturbing child neglect case.

Charleston Police said Charles Browning was high on prescription drugs when they found him passed out inside his East End apartment.

His toddler son was found screaming in a stroller for hours.  The apartment also felt like an inferno and there was no air conditioning, police said.

Police said if it wasn't for a neighbor who called 911, something bad could have happened to the boy.

CPS has custody of the child right now.

His wife, Mary, was also arrested on felony burglary charges earlier in the week.

13 News reached out to the couple in jail to see if they wanted to share their side of the story.  They declined.


A Charleston man has been arrested and charged with felony child neglect.

Charleston police arrested Charles Browning overnight.

Officers received a 911 call from a neighbor at an apartment complex on Virginia Street East.

The neighbor told police the Browning's apartment door was wide open with a toddler crying in a stroller in the family room.

Inside, police found Browning passed out in the house.  Browning told police he took three Benadryl tablets.

Police said the child had been left in the stroller for hours.  They said the child could have fallen out of a window or down the stairs because no one was watching him.

Browning's wife, Mary, was arrested on Tuesday on burglary charges.

Police said she is involved in a string of burglaries, including one burglary involving the house of Kanawha County Circuit Court Judge Carrie Webster.

The couple is in the South Central Regional Jail.
