Fatal shooting of burglary suspect sparks debate, outrage

The Athens County Sheriff tells 13 News that a grand jury to hear charges against Randy Richmond of Glouster has been canceled.

The Athens County Prosecutor has no comment at this time.

The families of both 34-year-old Keith Rutter and of his alleged shooter are reeling after what happened just outside a home on Taylor Ridge Road in Glouster.

"He was the best guy you could ever meet," says Larry Richmond of his son and alleged shooter, Randy Richmond.

The elder Richmond says his son is devastated, and feels "as bad as that boy's (Rutter's) parents feel."

Athens County Sheriff, Pat Kelly, says Rutter was a person of interest in several burglary cases on this road.

Sheriff Kelly also believes Rutter had just finished stealing from the home on Taylor Ridge when he had a run-in with Randy Richmond, a relative of the homeowner who lives a few doors down.

"The house that he burglarized, he was leaving that residence when he was shot," says Sheriff Kelly.

The Athens County prosecutor is considering what charges, if any, to present to a grand jury.

More details, we are told, will be available on Monday.

The family of Keith Rutter says if the prosecutor does not file charges against Richmond, they will.

Ritter's nephew tells us off-camera that he's prepared to file a civil lawsuit against his neighbor, Mr. Richmond, for unnecessarily killing his uncle.

Richmond's father offers apologies to the community and Rutter's family.

"We just want the public to know we're sorry for what happened. My son never did this intentionally at all."
