West Virginia State Police find Detroit man with heroin Thursday

Troopers arrested a man Thursday evening after they found heroin during a search. 

John David Kelly III, 41, of Detroit, Michigan, is charged with possession of a controlled substance with intent to deliver.

West Virginia State Troopers were responding to a disturbance call at Kingston Terrace in Cabell County. Troopers say they observed Kelly and another man acting suspicious when they arrived.

When they searched Kelley, troopers say they found a pill bottle that contained heroin.

According to a criminal complaint filed with the Cabell County Magistrate Court, when troopers searched the residence, they found more than $1400 cash, along with several sets of digital scales, prepaid phone cards, and a book with recorded debts. 

Kelly was arraigned in Cabell County Magistrate Court Thursday evening.
