West Virginia has concealed carry reciprocity agreements with 25 states now that an agreement with Idaho has become official.

"The Second Amendment ensures that citizens have the right to keep and bear arms," said Attorney General Patrick Morrisey. "Under my tenure as attorney general, we will continue to protect the Second Amendment rights of West Virginians both in the state of West Virginia and as they travel across the United States."

Under State Code, a valid, out-of-state permit or license to possess or carry a handgun is valid in West Virginia if the carrier of the permit is: 21 years old or older, has the permit or license in his or her immediate possession, the permit holder is not a resident of West Virginia and a reciprocity agreement is in place between West Virginia and the permit holder's state of residence.

For a reciprocity agreement to be put in place, the attorney general of West Virginia must be notified by the governor of the other state that the state allows residents of West Virginia who hold West Virginia permits to carry concealed weapons in that state. Or, the attorney general of West Virginia can enter into a written reciprocity agreement with the appropriate official of the other state, and the other state agrees to honor West Virginia concealed handgun licenses in return for the same treatment.

West Virginia has full reciprocity agreements with 25 states: Alaska, Arizona, Arkansas, Delaware, Florida, Idaho, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia and Wyoming.

Seven other states also honor West Virginia concealed handgun licenses, but don't have full reciprocity agreements: Indiana, Iowa, Montana, Nebraska, Nevada, Vermont and Wisconsin. However, Wisconsin only recognizes West Virginia concealed handgun licenses issued after June 8, 2012. Concealed handgun licenses issued by these states may not be honored in West Virginia until a full reciprocity agreement is reached.

"Our office currently is working to secure additional recognition of West Virginia concealed handgun licenses with several other states," Morrisey said. "We look forward to having similar announcements in the near future."
