    Nine Martinsburg, West Virginia, residents and another from Keyser were sentenced to federal prison for breaking the law while they were on supervised release or probation.

ROMNEY, WV (AP) — A new judge in West Virginia's 22nd Judicial Circuit will be sworn in next month.

Romney attorney H. Charles Carl III will fill a vacancy on the bench created by Donald Cookman's appointment to the state Senate.

Carl's swearing-in ceremony is set for Aug. 16 at the Hampshire County Judicial Center in Romney.

Gov. Early Ray Tomblin appointed Carl to the bench on July 18.

The 22nd Judicial Circuit includes Hampshire, Hardy and Pendleton counties.

Carl began practicing law with his grandfather in 1987. He holds degrees from the University of Pittsburgh at Johnstown and Capital University Law School in Columbus, Ohio.
