CHARLESTON, WV -

Two people were arrested for being found passed out in their vehicle with a three-year-old child in the back seat in Huntington, WV.

According to criminal complaints filed by the Cabell County Magistrate Court, police were called to a car wash in the area of the 1700 block of 8th Avenue at 2:35 p.m. Tuesday.

When police arrived at the scene, they found Jeremy M. Dickey, 37, of Fraziers Bottom, WV, passed out behind the steering wheel, with an uncapped needle in his lap, a spoon with residue on it,  and a bag of capped needles under his leg.

Police say the passenger in the front seat, Samantha Jo Phillips, 22, also of Fraziers Bottom, was also passed out with an uncapped used needle in her lap.

Police say a three-year-old female child was in the rear driver's seat crying.

According to police at the scene, they had to physically wake Dickey and Phillips up by shaking them.

When police searched the vehicle, they also found a bottle of Ibuprofen, which contained urine that both Dickey and Phillips used to pass urine tests at a Methodone clinic, but was not their urine, according to criminal complaints.

Police say Child Protective Services were contacted and placed the three-year-old female child in the custody of her grandmother.

Both Dickey and Phillips were arrested and have been charged with child neglect resulting in injury as well as child neglect creating risk of injury.

Both are being held in the Western Regional Jail on a $50,000 bond.
