Civil lawsuit may be filed against contractor accused of illegal logging at Coonskin Park

The Kanawha County Parks and Recreation Commission may file a civil lawsuit against a contractor accused of illegal logging at Coonskin Park in Kanawha County, WV.

The decision was made at a regularly scheduled meeting on Thursday, according to director Jeff Hutchinson.

Contractor David Russell Bowen was hired by the commission to clean up debris and tress from the June 2012 derecho. Park officials didn't know there was a problem with Bowen's work until a meeting over the summer. A resident told park officials she believed there was unauthorized timbering happening at the park.

County officials believe Bowen went further out into the park and cut down healthy trees for a profit, totaling more than $100,000.

Up until this point, Bowen was cooperating with the park in light of the allegations, Hutchinson said. However, he was supposed to show up in the beginning of October to do some more work and has been a no-show, Hutchinson said.

The commission will meet again on November 21 at 8:30 a.m. to talk about the potential civil lawsuit against Bowen.

In the meantime, the Kanawha County Sheriff's Department is also investigating Bowen's actions. He could face criminal charges in the matter.
