According to the West Virginia State Police, on Tuesday, police arrested Richard Solomon Osborne, 29, from Wallback, WV.

Osborne is the father of the twin girls, both 7 weeks old.

According to police, they responded to a 911 call reported by a social worker at Charleston Area Medical Center, Women and Children's Hospital.
