    The suspect is charged with public intoxication, and obstructing a police officer, both misdemeanors. She is also charged with the felony offense of possessing a firearm on the grounds of a secondary public school.

CHARLESTON, West Virginia -

The father of a man accused of beating his twin 7-week-old babies was arrested Tuesday night by troopers with the West Virginia State Police. 


Steven Osborne, the father of Richard Osborne, was taken into custody around 7:30 p.m. Tuesday after troopers said he hit struck a vehicle while driving on Route 4 in Clay County.

Troopers said they found hydrocodone and marijuana in the car and suspect Osborne was under the influence of narcotics at the time of the arrest.

The driver of the vehicle he hit was taken to a local hospital for treatment.  Troopers said there was a toddler in that car, but the child was unharmed.

His son, Richard Osborne, also of Clay County, is to appear in court Wednesday on four felony child abuse charges.
