    The administration first proposed the rule back in 2010, when it said it would fight a resurgence of black lung disease. The Mine Safety and Health Administration held seven public hearings, extended the comment period three times, and got around 2,000 pages of comments. It took 3 ½ years for the rule to be finalized.

Nov. 22 was the final day of operation for Patriot Coal's Guyan surface mine in Logan County.

Workers were notified the mine would shut down at 4 p.m. About 150 people are losing their jobs because of the shutdown.

Patriot Coal spokeswoman Janine Orf said the shutdown was consistent with an announcement on Sept. 10 advising of the mine's closing, when the company issued its 60-day WARN notice.

"This is an unfortunate but necessary step to align Patriot's production with expected sales," Patriot President and CEO Bennett K. Hatfield said in the Sept. 10 announcement.

The Guyan mining complex consists of one company-operated surface mine. It produces coal for the thermal market.

Also on Nov. 22, Patriot filed its monthly operating report with the bankruptcy court in St. Louis. According to the report, in October Patriot had an operating loss of $18.1 million and a net loss of $28.2 million on revenues of $135.3 million. The amounts are unaudited and subject to material change.
