According to a news release from the Kanawha County Sheriff's Office, Richard Jason Palmer, 28, was arrested Thursday and charged with grand larceny.

The news release stated that a female shopper had a shopping cart with groceries in the parking lot of Kroger and was loading them into her vehicle when Palmer came up and stole her purse out of the cart's child seat.  He fled on foot.

The female victim notified a store employee.  Two men chased him from the lot, and two men who were in traffic got out of their cars to assist her.
