    As he was escorted into the Cabell County Courthouse to be arraigned on multiple charges, Jamie Eubanks, 28, rationalized his alleged actions.

While most people were sleeping, Kanawha County officials worked deep into the night organizing efforts to keep your family safe.

"When we first walked in this morning, we had a bank of phone calls of people calling in needing water," said Dale Petry, Director of Kanawha County Homeland Security and Emergency Management.

Petry said their first priority was to check on hospitals, nursing homes, and daycare centers. Officials had to immediately figure out what resources were available and how high the demand was for clean water.

Around 8 a.m., the first of many water distribution centers were set up in Kanawha County. Semi-trucks filled with bottled water showed up shortly after.

The EOC serves as a hub during a state of emergency, like this chemical spill.  

"We're planning on having someone out here or a team out here to help make sure that the resources we get, we get out to you," he said.

Officials said this chemical spill is a solemn reminder that everyone needs to be prepared for any kind of emergency.

"The main thing I would like for the people to remember is have enough water, enough food on hand, to be prepared for 72 hours," he said.

The center will be activated day and night until the problem is resolved and the water is safe to drink.
