WV Gov. orders flags flown at half-staff in honor of late judge

Gov. Earl Ray Tomblin has order flags at all state facilities to be lowered to half-staff from dawn until dusk on Jan. 25 to honor Judge Phyllis H. Carter.

Judge Carter served as Commissioner of the Department of Human Services, Executive Director of Division of Juvenile Services and Director of Federal-State Relations as Assistant Attorney General.  Judge Carter passed away on Jan. 18, 2014.

Judge Carter also served as First Lady of West Virginia State University from 1987 to 2012.  Her efforts helped establish the Booker T. Washington Institute and the WVSU National Center for Human Rights.
