Dealing with inmates and criminal suspects can be very expensive for local counties.

The cost of boarding inmates at a regional jail can add up on any county's budget.

That's why you hear a lot about community corrections programs.

It's alternative sentencing that magistrates or judges can consider.

Home confinement officials in Upshur County presented its 2013 Year End Report to the Upshur County Commission during its recent meeting.

The report indicated the county saved more than $360,681 in regional jail fees.

Those fees are paid by the client and not the taxpayer.

The home confinement program will be going to GPS units rather than using the traditional R-F monitoring or ankle bracelets to monitor its clients. 

"It tells me the route they've traveled, it tells me the speed that they were in the vehicle to get there. It tells if they've stopped anywhere along the way, and how low they stopped for. So it's a great enhancement to the home confinement system," said Cpl Rodney Rolenson, home confinement supervisor.

Rolenson said most of the offenses are driving related. Rolenson also said the officers can still download the data of the GPS trackers using a land line when areas such as northern and southern Upshur County cannot receive sometimes cell-phone service.

These new units should arrive within the next two weeks.
