People have been on high alert since the Freedom Industries spill. It's no surprise neighbors were the first to discover an unusual sheen floating along the Kanawha River Wednesday afternoon.  

"Just happened to look over and I see a sheen of something that looked like oil as I was walking by the capitol," said April Young, a Charleston resident.  

The sight is something Young wouldn't have picked up on a few months ago. She's more vigilant than ever since the chemical spill in the Elk River contaminated the drinking water of 300,000 people.  

"At first I thought, what is this," she said. "Considering everything that happened in January, I thought oh no, who knows what this is."  

13 News called the Department of Environmental Protection to notify them of the spill around 2 p.m. Wednesday. A day after the agency was notified, there are still little answers.  

"We determined the likely source of the sheen was from a barge or a tugboat doing stream stabilization work," said Tom Aluise, a spokesperson for the WV DEP.  

But the contractor working on the project, Amherst Madison, Inc., said it is not responsible. The Coast Guard completed an investigation at the site Wednesday night and cleared the company.

"We're still working with the DEP and the investigation is still ongoing," said Lt. David Evans with the Coast Guard.  

Officials say 24 hours after the spill, they still do not know what the substance is, where it came from, and how much there is.
