    A judge has found a Charleston attorney "not criminally responsible" for a shooting that happened at his home in 2013.Mark Bramble, 50, was arrested last August and charged with attempted murder and wanton endangerment. The charges have been dismissed.

The West Virginia School Building Authority (SBA) has approved an $18 million grant for Ceredo-Kenova Elementary, Crum Pre K – 8, and Wayne County High School pending a public vote.

The vote will be on the May 13 primary election ballot.

Mark Manchin, executive director of the SBA, said the plan is a priority and that he hopes voters will support the bond.

The release from the SBA says that voters said no to the last bond proposal in Dec. 2012.
