SAINT ALBANS, WV - Two people in Saint Albans, WV have been charged with child neglect after police say they were found passed out with a child in a stroller only 25 feet away from the road.

Zachary Taylor and Brittany Reedy of Saint Albans, WV are charged with child neglect with risk of injury.

Metro 911 dispatched officers to Bammy's Chili Dogs on West Main Street in Saint Albans for two unresponsive adults in the parking lot with a child in a stroller.  The man, later identified as Taylor, was found lying on his back.  Reedy was found sitting next to him with a hypodermic needle stuck in her left arm.  Officers discovered Reedy is the mother of the three-year-old child with them.  They were only 25 feet away from the road.

Neighbors tell 13 News they aren't surprised Reedy would put her child in such a dangerous situation.  They claim Reedy has a history of drug abuse.  However, neighbors also say they are shocked Taylor is involved.  They say this is the first time Taylor has been in trouble and claim he does not use drugs.

Their bail has been set at $25,000 each.
