Two Morgantown, WV, residents charged with racking up $13,000 in electronics purchases for themselves with a government credit card

Two Morgantown, West Virginia men are under federal indictment for stealing government funds, U.S. Attorney William J. Ihlenfeld II reports.

Carl J. Gaul, 40, and Shawn E. Ratliff, 35, were named in a two-count indictment charging them with conspiracy to commit embezzlement, theft and conversion of government funds and one count of embezzlement, theft and conversion of government funds.

The indictment, returned by a federal grand jury in Clarksburg, alleges that over a seven-month period beginning on May 1, 2013 the pair conspired to embezzle government funds by making multiple credit card transactions using a government-issued credit card for the U.S. Department of Justice, Federal Bureau of Prisons.

The pair made nearly $13,100 in purchases with the card for their own use and benefit, Ihlenfeld said.

If convicted, the men face up to five years in prison on the conspiracy charge and 10 years on the embezzlement charge.

In addition to jail time, the government also is seeking forfeiture of a Sanyo 42” LED TV; two JBL Onbeat Awake devices; Two IHOME devices; Three Bose SoundLink systems; Two Beats by Dre Beat Box devices; One JBL Flip device and a $13,084.58 money judgment, which constitutes proceeds from the illegal activity.

The case is being prosecuted by Assistant U.S. Attorney Stephen L. Vogrin and was investigated by the U.S. Department of Justice Office of Inspector General.

In other cases:

*Joseph Garrett, age 50, of Haywood, West Virginia, was named in a two-count indictment charging him with being a felon in possession of a firearm and possession of an unregistered firearm.

If convicted, Garrett faces up to 10 years in prison on each count.

His case will be prosecuted by Assistant U.S. Attorney Shawn A. Morgan and was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives.
