Registered Sex Offender Found Living in Car at Public Park

JOHNSON COUNTY, KY (WOWK) - A registered sex offender was arrested after Johnson County Sheriff’s Deputies say they found him living in a vehicle at a public park.

On Monday, May 14th, 2018 at around 10:30 PM, deputies were patrolling Thealka Park when they noticed a car that had an extension cord coming from inside the vehicle that was plugged into the shelter outlet.

Jessie Ward, 40, a registered sex offender was in the driver's seat. Deputies noticed Ward had bloodshot eyes, slurred speech, and delayed responses. Ward also was sitting on a pair of brass knuckles. 

When deputies asked Ward and his passenger, Ella Colvin, if there was anything illegal in the vehicle, they said no.

Deputies found four uncapped needles, two baggies containing a white residue, a baggy containing blood, three snorting straws, a glass meth pipe, and a prescription pill bottle containing pills with another person's name on it. 

Ward told deputies he and Colvin were homeless and living in their vehicle and were staying at the park.

They admitted they were told by another deputy that they could not stay at the park past 10:00 PM They were also using the park shelter electricity without permission.

  • Registered Sex Offender Residence Restrictions
  • Registered Sex Offender Playground Restrictions 
  • Drug Paraphernalia Buy/Possess
  • Criminal Trespass
  • Theft of Services Under $500
  • Carrying A Concealed Deadly Weapon

Ella Colvin was charged with:

  • Drug Paraphernalia Buy/Possess
  • Wanton Endangerment (Police Officer)
  • Criminal Trespass
  • Theft of Services U $500 
  • Possession of Controlled Substance
