VIDEO: Former Richwood Mayor Arrested at City Council Meeting

RICHWOOD, WV (WOWK) - The Mayor of Richwood, West Virginia, Bob Henry Baber, was arrested during a Richwood City Council meeting.

Baber has been charged with Obstructing an Officer, Trespassing, Disorderly Conduct in a Public Place on Thursday, March 1st, 2018.

According to the Chief of Richwood Police, Lloyd A. “Allen” Cogar, Baber and the City Council began raising their voices and yelling at each other during the public comments section.

Chief Cogar says that he told Baber that the question he asked had been answered numerous times. Baber insisted it had not.

Chief Cogar says he stood up and told Baber to ask his next question or sit down. Baber told Chief Cogar to sit down.

Chief Cogar says that he approached Baber and told he was being escorted out of the meeting, and Baber then began screaming into the crowd.

Chief Cogar says he took Baber by his left arm to escort him out, and Baber pulled away multiple time until Chief Cogar "took him to the floor."

Baber tells 13 News he is consulting his attorney and considering legal recourse. He believes the charges to be of no merit.

The Richwood City Council voted for a second time to impeach Mayor Bob Henry Baber on February 17th, 2018.

The council voted to begin impeachment proceedings two months before that, but the motion was dismissed by Judge James Rowe in January.

Judge Rowe told council members they had not followed the city's charter and would need to begin the process again. 

The Richwood City Council and Baber will go again before Judge Rowe for a hearing on the impeachment proceedings.
