2 Wanted After Man Shot in Scioto County

PORTSMOUTH, OH (WOWK) – The Scioto County Sheriff’s Office is searching for a man and a woman after someone was shot in Portsmouth, Ohio this morning.

Sheriff Marty V. Donini says his office received a 911 call on Friday, October 12th, 2018 at around 10:30 in the morning from a man who said he was shot.

The caller said he and a friend were riding ATVs on Labold Avenue in Portsmouth when a black car pulled up with a white woman driver and a male passenger who got out firing several shots at them. The caller said one of the bullets hit him in his arm.

Deputies, Detectives, Porter Township EMS, and Porter Township Fire Department responded found that the victim Jim Smith had a minor injury to his arm caused from a bullet. The other victim was identified as Billy Arthur, and he did not sustain any injuries.

Captain John W. Murphy stated during this investigation it was determined that the vehicle was driven by Staci Sowards, 35, of Wheelersburg, OH, and the male shooter was Douglas Jones, 39, who Scioto County Sheriff’s Office says is currently listed as homeless.

Deputies say the suspects fled the area in a black Mitsubishi Galant with Ohio registration HFD1152. The vehicle has been reported as an unauthorized use.

Charges have been submitted through Portsmouth Municipal Court on both Sowards and Jones for felonious assault a felony of the 2nd degree.

Captain Murphy says that both suspects should be considered armed and dangerous and are known to have a past history of drug abuse.
