Police: High, nude man, assaults dog, neighbor, police officer, off-duty FBI agent

Prince William County police say a high, nude man assaulted a neighbor, his dog, a police officer, and an off-duty FBI agent Tuesday morning in Manassas.

Police say Cory Michael Phillips, 31 had been smoking marijuana inside his home on the 15300 block of Nottingham Dr., Tuesday morning. He began acting “erratically,” and picked up his 5-year-old labrador-boxer mix, and squeezed the dog, before biting its ears and chest — causing minor injuries.

Police say, Phillips then went outside and pushed a neighbor, a 60-year-old woman, to the ground, when she tried to intervene.

Around 8:30 a.m. police they were called to the Phillips’ block because a man was walking around the neighborhood naked.

When an officer arrived, they found Phillips, standing in the street nude. Police say Phillips appeared under the influence, and did not obey the officer’s commands, so the officer used pepper spray.

Then, Phillips “advanced towards,” an off-duty FBI agent who had stopped to assist the officer. A struggle ensued between all parties. During the fight, Phillips bit the 51-year-old FBI agent in the neck causing a minor injury. The Prince William County police officer also sustained minor injuries. Phillips was transported to an area hospital as a precaution.

Phillips is charged with malicious wounding, animal cruelty, assault and battery, obstruction of justice, possession of marijuana, and being intoxicated in public. He is being held without bond.
