President Trump’s border wall construction blocked by federal judge

SAN FRANCISCO (AP) – Construction of key sections of President Donald Trump’s border wall with money obtained under a national emergency declaration has been stalled by a federal judge in California. Two of the highest-priority, Pentagon-funded border wall projects are affected by the ruling from U.S. District Judge Haywood Gilliam Jr. on Friday. He said Congress has “absolute” control over federal expenditures and that he felt the challengers were likely to prevail at trial.
